More SBA loans for eligible immigrants

If enacted, this bill would let more small businesses run by eligible immigrants use certain SBA-backed loans. Covered loans would include loans guaranteed under SBA 7(a), SBA microloans, Title V SBIC guaranteed loans, and certain SBA surety bond guarantees. To qualify, a business would have to be located in the United States and at least 51% owned and controlled by either U.S. citizens or eligible individuals. If owned by eligible individuals, those owners would need to be lawfully present in the U.S. and authorized to work when applying. Eligible individuals would include refugees, asylees, lawful permanent residents (including conditional residents), certain nonimmigrants with an unexpired authorized stay, people granted deferred action under the June 15, 2012 DHS memorandum, and people whose principal residence is outside the United States. The bill would bar denying eligibility solely because owners are eligible individuals and would prevent the SBA from raising the 51% ownership-and-control rule.
