New certification for colleges on foreign campuses
If enacted, the bill would require federal research agencies to make colleges and universities certify they do not operate certain foreign branch campuses when applying for R&D awards. The listed countries are Venezuela, North Korea, Iran, China, Cuba, Turkey, Russia, and Qatar, and the Secretary of State could add others. A "branch campus" would be a permanent, separate site that offers degree or certificate programs. It would have faculty and administration specific to that unit and its own budgetary and hiring authority. Agencies would have to implement this requirement not later than two years after enactment.
