- Families and beneficiaries: Eligible ABLE account beneficiaries could get a matching contribution equal to an applicable percentage of their contributions, up to $2,000 per year. The default match is 100% but is phased down based on modified adjusted gross income with a joint-return threshold of $56,000.
- States and outreach: Authorizes grants to states to promote ABLE accounts and matching contributions and provides $5.0 million in funding each fiscal year from 2027 through 2030 for that purpose.
- Tax administration: Matches are generally treated as tax credits payable to the ABLE account, with small matches under $50 handled as a different kind of credit; the law sets rules for income definitions, distribution testing periods, and error recovery.
*Would increase federal outlays by creating matching payments up to $2,000 per beneficiary and by authorizing $5.0 million per year in grants for 2027–2030.*

ABLE account match and tax rules
If enacted, this bill would create a refundable match for ABLE account contributions. You would be eligible if you are the account's designated beneficiary on the last day of the tax year. The match would equal a percent of up to $2,000 of qualified contributions each year. The percent starts at 100% and is reduced by whole percentage points as your modified AGI rises above filing-status thresholds. Thresholds are $56,000 for joint returns, $42,000 for head of household, and $28,000 for other returns. Recent distributions from the ABLE account would reduce the contributions that count for the match. You could elect not to have the match apply for a year, and that election affects whether you can claim the Saver's Credit that year. The Treasury would treat matching payments like refundable tax refunds for U.S. territories, and the IRS would treat the match in deficiency procedures. The rule would apply to tax years beginning after December 31, 2026, and the $56,000 joint threshold would be indexed after 2027.
Grants to states for ABLE accounts
If enacted, the Treasury could award grants to States to promote ABLE accounts and the new matching payments. Congress would authorize $5,000,000 for each fiscal year 2027 through 2030 to fund the grant program.
