Sponsored By: Senator Hirono, Mazie K. [D-HI]
Introduced
Summary
This bill would require state school report cards to use more granular disaggregation of Asian American and Native Hawaiian and Pacific Islander student groups. It aligns statewide accountability reporting with the race groups used in the decennial census and takes effect 18 months after enactment.
Show full summary
- Families and students from the enumerated subgroups would be shown separately on state report cards, making enrollment and outcome differences easier to spot. Examples include Chinese, Asian Indian, Filipino, Japanese, Korean, Vietnamese, Pakistani, Cambodian, Hmong, Laotian, Thai, Taiwanese, Burmese, Bangladeshi, Nepalese, Lu Mien, and Montagnards.
- State education agencies and districts would need to collect and report the detailed subgroups listed under the Asian American and the Native Hawaiian and Pacific Islander categories.
- Researchers, advocates, and policymakers would get more detailed statewide accountability data tied to these subgroups to help identify and address disparities.

More detailed Asian and Pacific Islander data
If enacted, the bill would require states to report K–12 student results for many specific Asian American and Native Hawaiian and Pacific Islander subgroups. It would name groups like Chinese, Asian Indian, Filipino, Vietnamese, Hmong, Native Hawaiian, Samoan, Chamorro, Tongan, and Marshallese. The bill would also direct states to include additional subgroups, such as lu Mien, Montagnards, Chuukese, and Palauan, to the greatest extent practicable. State and local education agencies would have 18 months after enactment to make these reporting and accountability changes.
