More New Markets credit for rural investors

This bill would change rules for the New Markets Tax Credit so more rural counties and projects could qualify. It would exclude people in institutionalized group quarters from the high‑migration rural county count. That exclusion would apply to investments made after the date of enactment. It would also let tracts in counties with at least 30% federally owned land on Dec 31, 2025 qualify using a 15% low‑income threshold instead of 20%. Land on military installations and federal land held in trust for Native Americans would not count toward the 30% test. The 15% rule would apply to investments made after Dec 31, 2025.
