Independent Stars and Stripes for service members

This bill would codify protections to keep Stars and Stripes editorially independent from the military chain of command. It would require the publisher to be a civilian government employee with professional news media experience and let the publisher set print frequency while operating digital-first. Stars and Stripes reporters with installation access would be able to cover events open to people with that access, even when commercial media lack unescorted access. The bill would bar withholding unfavorable news about the Department of Defense except for narrow security exceptions that require agreement by both the publisher and the relevant combatant commander, and it would prohibit staff from publishing original news based on classified information or information that clearly endangers U.S. personnel. These rules would take effect upon enactment.
