This bill would expand which foreign-built and foreign-documented ships can engage in dredging while narrowing federal transport rules that apply to dredged sediment.

- Port authorities and local harbor operators would have a larger pool of contractors. Vessels documented in NATO countries, built in NATO or designated major non‑NATO ally countries, and majority-owned by NATO entities could be used for dredging.
- Owners and operators of qualifying NATO-affiliated vessels would gain access to U.S. dredging work if they meet the documentation, construction, and ownership tests.
- Entities involved in moving dredged sediment would face a narrower set of transportation requirements because the bill removes dredged material from specific statutory transport rules, potentially simplifying logistics and compliance.

New dredging rules for ports
If enacted, the bill would allow certain NATO-affiliated vessels to perform dredging in U.S. navigable waters. Vessels would qualify if documented in a NATO country. They would also need to be built in a NATO country or a major non‑NATO ally (10 U.S.C. 2350a(i)). A majority of the vessel's owners and operators would need to be entities incorporated in NATO countries. The bill would also exclude dredged material from specified transportation requirements by replacing "or dredged material" with "(excluding dredged material)" in the statute. Ports, dredging contractors, and ship operators would face fewer regulatory steps and more competition for dredging work.
