Boost timber sales on national forests

If enacted, this bill would push to increase timber sales from certain National Forest units. It would define allowable sale quantity as the timber available over 10 years and call a unit "covered" if it sold not more than 2/3 of that amount in the year before enactment. The Secretary would notify supervisors within 30 days who must file. Covered forest supervisors would have 180 days to file a harvesting improvement report and must consult industry, advisory committees, State, local, and Tribal governments, and other stakeholders. Supervisors would need to show action within 1 year. One year after a report, the Secretary would review progress. If sales rise above 3/4 of the allowable sale quantity, no more reports are needed. If not, supervisors must file another report within 180 days. For units that fail to improve, the Secretary would try to allocate available resources, such as extra staff, expanded Good Neighbor Agreements, and steps to speed environmental review. The Secretary could waive reporting for plausible reasons, like a natural disaster.
