119-s-4800119th Congress

Land of the Free Act of 2026

Sponsored By: Senator Padilla, Alex [D-CA]

Introduced

Summary

Removes a deportability ground tied to foreign policy concerns. This bill would repeal subparagraph (C) of section 237(a)(4) of the Immigration and Nationality Act, which allowed deportation when a noncitizen's presence or activities were reasonably believed to cause serious adverse foreign policy consequences, narrowing one statutory ground for removal and aiming to protect free speech while leaving other removal authorities, procedures, and funding unchanged.

Blocks deportation for some immigrants

If enacted, this bill would remove one legal reason the government can deport some noncitizens. It would strike the rule that allowed deporting people when their presence or actions were thought to cause serious harm to U.S. foreign relations. People who would have been removed only under that rule would no longer be removable for that reason. Other removal grounds and procedures would remain in place.
