Show full summary
- Banking organizations: The Board of Governors of the Federal Reserve System, the Office of the Comptroller of the Currency, and the Federal Deposit Insurance Corporation would jointly study bank–fintech partnerships and must report findings to Congress within 1 year. The study must assess effects on new bank formation, competition, time to market, compliance burdens, customer acquisition, technology, and funding sources and consider changes to federal banking laws or agency rules to promote effective partnerships.
- Credit unions: The National Credit Union Administration would run a parallel study and report to Congress within 1 year. It must evaluate the same set of issues for credit unions and consider changes to credit union law or NCUA guidance.
- Fintech firms: The studies would examine whether partnerships help fintechs lower compliance costs, speed product launches, expand customers, improve technology, or access more diverse funding.
- Consumers and markets: Agencies must analyze impacts on consumer protection and the availability of financial products and services, information that could inform future regulatory or legal changes.
