Introduced

Summary

This bill requires the Secretary of State to establish a memorial honoring victims of genocide and crimes against humanity committed by the Chinese Communist Party in International Park in Northwest Washington, D.C., to be completed within two years. It must emphasize people persecuted under Xi Jinping and those punished for peacefully exercising political or religious beliefs. Educational elements should, as practicable, describe the Uyghur genocide and abuses in Xinjiang, efforts to suppress Tibetan and Southern Mongolian culture and language, the imprisonment of democracy advocates and journalists including Jimmy Lai, restrictions on freedom of religion and speech, and the broader consequences of authoritarian repression. *Federal spending is limited to up to $500,000 from existing Department of State funds for design and construction, private donations may be solicited and used, and no additional appropriations are authorized.*

Memorial honoring victims of Chinese Communist Party

If enacted, the Secretary of State would create a memorial in International Park in Northwest Washington, DC. The memorial would have to be established within two years of enactment. It would honor victims of genocide and crimes against humanity and people persecuted for peaceful political or religious beliefs, with emphasis on persecution under Xi Jinping. The Secretary would administer the memorial and would be able to consult survivors, family members, human-rights groups, and other people or agencies when designing and maintaining it. As much as practicable, the memorial would include educational displays about Uyghur genocide in Xinjiang, suppression of Tibetans and Southern Mongolians, imprisonment of journalists and democracy advocates, restrictions on religion and speech, and the broader harms of authoritarian repression. The Secretary would be able to use State Department funds, but federal spending for design and construction would be limited to $500,000. Private donations would be allowed and would not count toward that cap, and the bill would not authorize any new appropriations. The Secretary would not be allowed to remove, move, or materially alter any memorial already in International Park on the enactment date.
