More local say on oil leasing

This bill would require the Secretary of the Interior to meaningfully involve the public and State, Tribal, and local officials before offering any federal land parcel for oil or gas leasing. The process would include public notice of the proposal and an analysis of expected effects on the parcel's surface and subsurface resources and on other uses, including uses in any land use plan under the Federal Land Policy and Management Act. The public would get a chance to comment, and the Secretary would have to consider input and consult government-to-government with federally recognized Tribes. Based on that input, the Secretary could decide not to offer the parcel for leasing.
