No Bonuses for Bad Service Act
Sponsored By: Senator Hawley, Josh [R-MO]
In Committee
Summary
Would bar bonuses for the Postmaster General and Deputy Postmaster General when the Postal Service misses delivery or fiscal targets. It would make bonus eligibility conditional on meeting 95 percent on-time delivery for each market-dominant product target and on prior-year budget results, and it would require that annual reporting to Congress also be submitted to the Postal Regulatory Commission.

- Families and businesses: Creates a stronger link between mail reliability and executive pay by blocking bonuses unless on-time service meets the 95 percent standard for each market-dominant category.
- Postal leadership and governors: The Postmaster General and deputy would be ineligible for bonuses or other extra pay in years the delivery or prior-year fiscal triggers are not met, and the Governors could not approve such bonuses.
- Oversight: Adds a requirement that the USPS include the specified information in its annual submission to the Postal Regulatory Commission as well as to Congress, increasing external review.

Block bonuses for USPS leaders
This bill would bar the Postal Service Board Governors from approving any bonus, award, or other pay beyond basic pay for the Postmaster General or Deputy Postmaster General in a fiscal year when USPS misses any on-time delivery target set at 95 percent for market-dominant products. It would also bar those bonuses in a fiscal year when the bill's prior-year deficit condition applies. The bill would require the USPS annual report to Congress to be submitted to the Postal Regulatory Commission as well.
