Bill Overview
Analyzed Economic Effects
2 provisions identified: 0 benefits, 2 costs, 0 mixed.
DNA checks for adults entering with children
If enacted, adults (18+) would generally need documents and a witness or a DNA test to be admitted with a child. DHS would ask for a DNA test only when papers and a witness do not prove the relationship. If an adult refuses a requested DNA test or evidence is insufficient, the adult could be denied and the child treated as an unaccompanied alien child. If DNA does not prove a relation, officers would interview the adult and could arrest them if they are not related and suspected of a felony like trafficking or smuggling.
New crime for using children to enter
If enacted, the bill would make it a federal crime for any person 18 or older to knowingly use a child who is not their relative or guardian to enter the United States. Conviction could bring fines, up to 10 years in prison, or both. The provision defines key terms like "relative" for applying the offense.
