Prescription Pricing for the People Act of 2025
Sponsored By: Senator Grassley, Chuck [R-IA]
In Committee
Summary
An FTC-led study of pharmacy benefit managers and other drug-supply intermediaries. This bill would force a public, time-bound review of whether middlemen steer patients, favor owned pharmacies, or use formulary design and data practices that affect drug prices and access.
Show full summary
- Families and patients: The FTC would look at whether intermediaries steer people toward higher-cost drugs or certain pharmacies. That analysis would inform recommendations to improve transparency and help consumers find lower-cost medicines.
- Pharmacies and PBMs: The report would examine whether PBMs reimburse PBM-owned versus non‑owned pharmacies differently, steer patients for competitive advantage, use proprietary pharmacy data to boost market share, or design formularies that favor higher-cost drugs net of rebates.
- Congress and regulators: The FTC must deliver an interim report within 180 days and a final report within 1 year. The final report must include complaints about sole-source drug manufacturers, the FTC’s ability to enforce against them, and policy or legislative recommendations to address anticompetitive behavior.
