Transparency for senior military departures

If enacted, the bill would require the Secretary of Defense to notify the House and Senate Armed Services Committees within 5 days when a covered senior officer leaves a position early. Notices would name the officer, give grade and position, the effective date, who initiated the action, the stated reason, and whether any fact‑finding began. Within 30 days, the Secretary would send a detailed report with a signed basis, any investigation findings, any officer written statement, a certification about the principal reason for the action, and whether senior leaders recommended it. Information that would harm national security could be submitted as a classified annex, but an unclassified summary with as much information as possible must be sent at the same time. The bill would define which generals and admirals are covered and would not limit the President's or Defense Secretary's authority to move or remove officers.
