- Veterans in rural and underserved areas: Would push an assessment on whether certain VA medical centers should deploy mobile medical units (MMUs) at least once per year. The study must identify target rural or underserved areas, propose services MMUs could provide, and estimate how many veterans could be reached.
- VA operations and medical centers: Would designate the head of an existing VA office as the MMU program owner responsible for overseeing deployments, coordinating with VA medical centers, managing MMU data, identifying funding and procurement sources, and integrating MMUs into access-to-care plans.
- Data, oversight, and local engagement: Would require a nationwide inventory and capability assessment of the MMU fleet and a comprehensive report within 180 days identifying gaps in staffing, funding, accessibility, IT, and training and offering recommendations. Reports must assess the Secretary’s response to the Comptroller General’s December 14, 2023 report and describe how to work with veterans service organizations to find deployment sites.

VA names lead for mobile clinics
This bill would require the VA Secretary to name the head of an existing office as the Mobile Medical Unit program owner. The program owner would oversee MMU deployments and coordinate with VA medical centers. They would manage MMU data and identify funding and procurement options to support deployments. If enacted, this would likely improve access to VA mobile clinic care for rural and underserved veterans, but the bill does not authorize new funding.
