Show full summary
- Tibetan people and the CTA: It would formally recognize the CTA as the legitimate representative of the Tibetan people, affirm the Dalai Lama's role and the Gaden Phodrang Trust's authority on identifying Dalai Lamas, and state U.S. support for Tibetan human rights and self-determination.
- U.S. diplomacy and multilateral forums: It would require the President to have the U.S. Ambassador to the UN pursue CTA observer status and direct the Secretary of State to press for CTA inclusion across UN agencies, to mobilize like-minded partners, and to treat CTA access as a strategic U.S. interest.
- High-level engagement and oversight: It would order interagency engagement with CTA leaders, recommend diplomatic courtesies and possible privileges for CTA officials during U.S. visits, and require the Secretary of State to report within one year and then annually for 10 years on implementation.
