This bill would require a rapid federal review to identify export‑control gaps and vulnerabilities in information and communications technology and services (ICTS). It would task the Commerce Department's Bureau of Industry and Security, through the Office of Information and Communications Technology and Services, to analyze whether U.S.‑domiciled affiliates of restricted foreign entities can access items barred to their parent companies and to assess ICTS risks to national security.
