- Students and future leaders: The Academy would offer undergraduate technical education, leadership development, and pathways to commissioning or civil-service careers.
- Implementation and funding: The NASA Administrator would develop governance and curriculum and, within 180 days, submit a report naming a final Florida site, proposed curriculum, graduate service obligations, an estimated construction and operating budget, and an implementation timeline. The Act authorizes discretionary appropriations "as are necessary" for site acquisition, design, and construction.
- Florida and partners: The permanent campus must be in Florida. Site selection must prioritize proximity to Kennedy Space Center and Cape Canaveral Space Force Station and direct partnerships with Space Launch Delta 45 and Patrick Space Force Base, and the Administrator must consult the Governor of Florida.

New U.S. Space Academy in Florida
This bill would create the United States Space Academy as an academy inside NASA. The Academy would offer undergraduate technical education, leadership training, and paths to military commissioning or civil service. The NASA Administrator would be required to choose a permanent campus in the State of Florida and to prioritize sites near Kennedy Space Center and Cape Canaveral, locations that can partner with Space Launch Delta 45 and Patrick Space Force Base, room for future growth, and use of existing Federal, State, or university land. The Administrator would consult the Governor of Florida, consider a Presidential Commission's recommendations (but the Commission could not override the Florida-site rule), and send a report within 180 days to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Science, Space, and Technology with a proposed site, curriculum, graduate service obligations, budget estimate, and timeline. The bill would authorize the NASA Administrator to request "such sums as may be necessary" for site acquisition, design, and construction of the campus.
