A bill to amend the Higher Education Act of 1965 to require that recipients of Pell Grants be citizens or nationals of the United States.
Sponsored By: Senator Banks, Jim [R-IN]
Introduced
Summary
Limits Pell Grant eligibility to U.S. citizens and nationals. This bill would amend the Higher Education Act to add a new ‘‘eligible student’’ definition for Pell Grants that requires meeting the existing Section 484(a)(1)–(4) criteria and being a citizen or national of the United States, and it would change Section 484(a) to point to that new definition. The change only alters eligibility language and does not create new funding or program components.

Pell Grants require U.S. citizenship
This bill would require you to be a U.S. citizen or U.S. national to get a Federal Pell Grant. You would still need to meet the existing Pell eligibility rules in section 484(a). The bill says this citizenship rule applies notwithstanding section 484 or any other law. If enacted, noncitizen students who do not meet this new condition would no longer qualify for Pell grants. The change would take effect upon enactment.
