Jeanette Acosta Invest in Women’s Health Act of 2026

Sponsored By: Senator Murray, Patty [D-WA]

Introduced

Summary

Expand access to preventive cancer screening for women is the central aim of the Jeanette Acosta Invest in Women’s Health Act of 2026. The bill would target low-income women, women of color, rural residents, and other groups with historically low screening rates by funding grants, training, demonstration projects, and data-driven evaluation to boost screening, follow-up, and early detection.

Show full summary
  • Low-income women, women of color, uninsured people, and rural communities would be prioritized for a wider set of screenings. These include clinical breast exams and breast, cervical, ovarian, uterine, vaginal, and vulvar screening plus related diagnostic testing and treatment.
  • Community health centers and other leading women’s health providers would receive grant funding and training to expand services and improve cultural competency and guideline-based follow-up care.
  • The bill would require recurring studies and reports on screening rates and disparities by geography, income, race/ethnicity, insurance status, and rurality, and it would run a two-year HPV plus cervical cancer co-testing demonstration that prioritizes low-income, uninsured, and medically underserved populations.

*Would authorize $20.0 million in annual appropriations for fiscal years 2027–2029, increasing federal spending by that amount over those years.*

Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Grants to expand women's screenings

If enacted, the Secretary would make grants and enter contracts with public and nonprofit groups to expand preventive cancer services for women. Covered services would include Pap tests, HPV tests, HPV+Pap co-testing, self-collection for HPV, HPV vaccination, and diagnostic tests. The bill would authorize $20 million for each fiscal year 2027 through 2029 to run this grant program. Awards must align with services required under section 2713(a)(4) and should prioritize women of color.

Training for women's cancer screening

If enacted, the Secretary would award three-year grants to train clinicians on breast and gynecologic cancer screening. Training would cover current USPSTF guidelines, follow-up for abnormal results, and dense-breast care. Grants must include implicit bias, cultural competency, and replicable models for rural and low-income areas. Only certain community providers, Medicaid-serving entities, and National Breast and Cervical Cancer Program providers could apply.

Two-year HPV co-testing pilot

If enacted, the Secretary would establish a two-year demonstration to increase HPV plus Pap co-testing. Grants would expand co-testing access, fund culturally and linguistically appropriate delivery, and pay for interpretation services. Priority would go to programs serving low-income, uninsured, and medically underserved populations. The pilot would also prioritize groups with historically low co-testing, such as older women, and would use the same eligible provider types as the training grants.
