Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Federal grants for Hawaii water projects

If enacted, the Hawaiian Islands Program Director would be able to fund projects on the annual priority list. The bill would authorize $50 million per year for fiscal years 2028 through 2032. Up to 4 percent of amounts made available each year would be used for administration. Funding could support cesspool conversions and other local water projects, which could lower some homeowner costs but would not create a direct household payment rule.

New Hawaii water program and plan

If enacted, the EPA would create a Hawaiian Islands Program and keep an office in Hawaii. The EPA Administrator would appoint a Director to run the office and convene a Management Conference with state, local, nonprofit, and Native Hawaiian stakeholders. That Conference would make a comprehensive action plan within 3 years and update it at least every 5 years. After the first plan, the Conference would publish an annual priority list that guides what projects the program would fund.
