  • Industry, investors and supply chains: The council would monitor foreign investments, increase U.S. visibility as a partner, harmonize agreements with allies, and coordinate federal support for mining R&D, commercialization, and responsible domestic production.
  • Workers, communities, and partners: The council would coordinate workforce development across mining, metallurgy, and related fields, and engage Tribes, National Laboratories, universities, industry, NGOs, and investors for technical and community input.

It would require the Co-Chairs to name the Chief Minerals Advisor within 180 days and to deliver a report and national strategy to Congress within 1 year, with annual briefings thereafter.
