No United States Aid for Terrorism Act

Sponsored By: Senator Paul, Rand [R-KY]

Introduced

Summary

This bill would bar most U.S. foreign assistance to the Palestinian Authority and any Palestinian governing entity in the West Bank and Gaza unless strict political and security conditions are met. It would also require a quick State Department human rights report and annual presidential certification before aid could resume.

  • Palestinian governing entities: They would be ineligible for direct U.S. assistance, loan guarantees, or debt relief for a fiscal year unless the President certifies they have recognized Israel, renounced terrorism, purged security services of individuals with terrorist ties, ended funding for incitement, publicly rejected Hamas and the October 7 attacks, and honored prior agreements.
  • International organizations: Any international organization that accepts U.S. contributions and provides assistance to those Palestinian entities would be blocked from receiving U.S. funds.
  • U.S. oversight and Congress: The Secretary of State must deliver a human rights report within 30 days detailing alleged abuses, intended uses of assistance, and which international organizations aid Palestinian entities. The report feeds into the yearly presidential certification decision that would allow aid to resume.
