Stronger privacy and access rules for agency AI
If enacted, agencies would not be allowed to force you to create a private commercial account to get a federal service or benefit. When agencies use third-party AI, they would have to stop vendors from linking your agency interactions to your personal or commercial accounts. You would be able to request a full, unedited, machine-readable transcript or recording of your chat or voice interaction, and agencies would have to verify your identity and provide it within 3 business days. Contracts for agency AI would also bar vendors from using contract-related data for targeted ads or building profiles beyond the contract, and require testing, security, and data-rights protections.
OMB timing and public AI guidance
If enacted, the OMB Director would publish draft government AI guidance within 180 days after enactment and accept public comment for at least 30 days. The Director would also post templates, performance metrics, and links to agency chatbots on an OMB website. Agencies would have 180 days after the Director issues the guidance to implement it or later updates.
