Alaska Native Vietnam Era Veterans Land Allotment Fulfillment Act of 2026

Sponsored By: Senator Sullivan, Dan [R-AK]

Introduced

Summary

Expand land available for Alaska Native Vietnam Era Veterans. This bill would add Wildlife Refuge System lands named in a November 2020 Fish and Wildlife Service report and broaden what counts as "available federal land" so more refuge and National Forest System lands can be selected under the Alaska Native Vietnam Era Veterans Land Allotment Program. It would also require agencies to identify eligible forest lands and make identified lands immediately available for selection.

  • Eligible Alaska Native Vietnam Era Veterans: They would have a larger pool of lands to choose from, including specific refuge lands from the 2020 report. Lands identified for selection must be made immediately available.
  • Federal land managers: The Secretary of Agriculture, in consultation with the Secretary of the Interior, would have 1 year to identify National Forest System lands in Alaska for allotment consideration. The identification must exclude lands that would interfere with unit management plans, lands within 300 feet of navigable water per the State, congressionally designated wilderness, and Forest Service timber lands.
  • State and Alaska Native corporations: The bill requires consultation with the State, Regional Corporations, and Village Corporations during the Forest Service land identification process.

More land allotments for Alaska veterans

If enacted, eligible Alaska Native Vietnam Era Veterans would be able to select federal lands the U.S. Fish and Wildlife Service listed as suitable in its November 2020 Alaska refuge report. The bill would also require the Secretary of Agriculture to identify available National Forest System lands in Alaska within 1 year, after consulting Interior, the State, regional corporations, and village corporations. The Secretary could not identify land whose conveyance would interfere with a unit management plan, land within 300 feet of a State-asserted navigable water, congressionally designated wilderness, or Forest Service lands identified as suitable timber. The bill would broaden the legal definition of "available federal land" to include vacant, unappropriated land that is unreserved or inside National Forest or National Wildlife Refuge units, and make identified lands immediately available for selection.
