Strategic Petroleum Reserve planning changes

This bill would repeal two laws that require specific drawdowns or sales from the Strategic Petroleum Reserve. It would require the Energy Secretary to finish a long-range strategic review and send Congress a detailed action plan within 180 days. The plan would set near- and long-term SPR roles, assess authorities, recommend optimal capacity, location, product mix, and storage and distribution needs, and estimate resources required. The bill would also change Energy Policy and Conservation Act reporting to a semiannual schedule covering the prior 180 days and the next 180 days, and it would make related technical and conforming fixes.
