Show full summary
- Foreign state-owned outlets would generally have to register with the Department of Justice as agents of a foreign principal unless they can demonstrate editorial independence or qualify under the ownership exception that requires at least 80 percent U.S. beneficial ownership.
- U.S.-organized publishers and publications that are organized under U.S. law and are at least 80 percent beneficially owned by U.S. citizens would be excluded from registration if none of their policies are determined by a foreign principal or agent required to register.
- The Attorney General would be required to provide Congress an annual report listing every foreign government-owned media outlet operating in the United States, stating whether each outlet is registered under the Act and explaining any non-registration.
