Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

Broader presidential reorganization authority

This bill would let the President reorganize whole departments and many offices across the executive branch. It would replace the word “agency” with a broader “executive department” that covers agencies, independent establishments, government-owned corporations, and offices or officers, but would exclude the GAO and the Comptroller General. The bill would add new goals for reorganization: cut unneeded operations, reduce federal jobs, and simplify or remove rules. It would also remove the rule that barred reorganization plans from abolishing enforcement functions or statutory programs. If enacted, these changes could lead to program cuts, job losses for federal workers, or fewer regulatory burdens for businesses and households.

Reorg plans can't add jobs or costs

This bill would bar reorganization plans from creating a net increase in federal workers or a net increase in spending. It would add that prohibition into the chapter’s list of reorganization purposes or limits. The bill would also extend the statute’s deadline references to December 31, 2026, letting the President use this authority until that date. If enacted, plans would have to avoid adding net jobs or costs while the expanded authority remains in effect through December 31, 2026.
