Independent oversight for Ukraine aid

If enacted, this bill would create the Office of the Special Inspector General for Ukrainian military, economic, and humanitarian aid. The President would appoint the Special Inspector General within 30 days after enactment, paid at Executive Schedule level IV. The Office could open audits, investigations, and issue subpoenas, and agencies could not block those reviews. The SIG would publish quarterly public reports within 30 days after each quarter, with classified annexes if needed, and post them in English, Ukrainian, and Russian. The SIG could hire assistants, rehire up to 25 retirees, use experts and contractors, and would get contracting authorities with prior appropriations. The bill would authorize $20 million for fiscal year 2026 to fund the Office. It would also rescind $20 million from a specified Ukraine aid account in the 2024 law. The Office would end 180 days after unexpended Ukraine reconstruction funds fall below $250 million, and the SIG must submit a final forensic audit before termination.
