Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Pilot tests for border inspection tech

If enacted, DHS would start pilot projects within 1 year to test new nonintrusive inspection technologies at land ports of entry. The pilots must test at least five types of technology and include at least one from AI, machine learning, high-performance computing, or quantum sensing. Tests must measure detection accuracy, false alarm rates, throughput, officer time, wait times, safety versus ALARA standards, integration, mobility, and cost-effectiveness. The pilots would run for 5 years. The Secretary must send reports to Congress not later than 3 years after enactment and again 180 days after the pilots end. Before putting tested tech into use, the Secretary must submit privacy and civil liberties impact assessments and report recommended mitigations.

No new funding for the bill

If enacted, this bill would not authorize any new appropriations to carry it out. That means agencies would have to use existing funds, reprogram money, or seek separate congressional funding to run pilots or deploy new technologies.
