Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Food and farm cyber risk reports

This bill would require USDA, in coordination with CISA, to make a cybersecurity risk report for the food and farm sector. The first report would be due within one year of enactment and then every two years. The bill would define what counts as the agriculture and food critical infrastructure sector, adopt DHS cyber definitions, and name the Food and Agriculture ISAC as a required private-sector partner. If enacted, these reports could guide federal policy to reduce cyber risks to food safety, public health, and the economy.

Annual food system cyber exercises

This bill would require USDA and other agencies to run a yearly, cross-sector food crisis simulation for five years. Exercises would test preparedness across federal, state, tribal, local, territorial, and private participants and identify supply-chain gaps. After each exercise, USDA would evaluate participants and send Congress a report with lessons and recommendations. The bill would authorize $1 million per year for fiscal years 2026 through 2030 to carry out the exercises.
