Blocks U.S. WHO funding and membership

If enacted, this bill would stop the United States from seeking membership in the World Health Organization or from providing assessed or voluntary contributions. The stop would begin upon enactment and would remain until the Secretary of State certifies to Congress that the WHO meets eight specific conditions. Those conditions require reforms to depoliticize humanitarian aid; no control or significant malign influence by the Chinese Communist Party; no coverup of the CCP COVID-19 response; observer status for Taiwan; no diversion of supplies to Iran, North Korea, or Syria; stronger transparency and anti-fraud steps; an end to WHO funding, engagement, and messaging on listed politically charged topics (including so-called "gender identity"/gender-affirming care rhetoric, climate change, and abortion); and agreement that no WHO directive is legally binding on any U.S. citizen or State. If passed, this could change how the U.S. works with the WHO and with global public-health efforts.
