119-s-775119th CongressWALLET

SAFE Act of 2025

Sponsored By: Senator Graham, Lindsey [R-SC]

Introduced

Summary

Prohibits slaughter of equines for human consumption. This bill would extend the federal ban that now covers dogs and cats to also cover horses, mules, and other equines. It would make it illegal to knowingly slaughter an equine for human consumption or to ship, transport, possess, purchase, sell, or donate an equine or equine parts for that purpose in interstate or foreign commerce. Violators could face a fine. The prohibition would not apply to an activity carried out by an Indian for a religious ceremony and would rely on the existing enforcement framework in the Agriculture Improvement Act of 2018.

Ban on Horse Slaughter for Food

This bill would amend 7 U.S.C. 2160 to include equines in the section heading and in subsection (a). If enacted, this would expand the federal ban on slaughter for human consumption to cover horses and other equines. Meat processors, slaughterhouses, and owners who sell horses for food would face new limits. The text sets no new funding, penalties, or clear effective date. Enforcement would follow the existing Agriculture Improvement Act of 2018 framework.
