Create Thurgood Marshall historic site

If enacted, the bill would create the Justice Thurgood Marshall National Historic Site as an affiliated area of the National Park Service. The site would be Public School 103 at 1315 Division Street, Baltimore, with the boundary shown on map number 962/194939 dated September 2024. The Beloved Community Services Corporation would keep ownership, continue to operate the school, and be named the site's management entity. The Secretary of the Interior would need to sign an agreement with that nonprofit and could give technical help and enter cooperative agreements. Financial help would be limited to marketing, signs, interpretation, and preservation. The Secretary would not be allowed to acquire the school or assume overall financial responsibility. Congress could appropriate "such sums as are necessary" to carry out the bill.
