Audit of Federal Spectrum Use

If enacted, this bill would require the Assistant Secretary of Commerce for Communications and Information to audit all electromagnetic spectrum assigned or allocated to federal entities (as defined in 47 U.S.C. 923(l)). The audit would be done with each agency head and finished within 18 months of enactment. The Assistant Secretary would send an unclassified report to Congress and make it available to any Member on request; a classified annex could be included. For each federal-entity-assigned band, the report would list the exact band, each purpose and how much of the band is used for that purpose, the State or other geographic area of assignment, whether the band is exclusive or shared (with federal or non-federal users), and any unused portions. The Assistant Secretary would coordinate with the Secretary of Transportation to avoid duplicating the audit done under section 27003 of the Infrastructure Investment and Jobs Act.
