119-s-811119th Congress

RTP Full Funding Act of 2025

Sponsored By: Senator Klobuchar, Amy [D-MN]

Introduced

Summary

Fully fund the Recreational Trails Program so it receives levels commensurate with fuel taxes paid by nonhighway recreation vehicles. The bill's findings say RTP builds and maintains trail infrastructure for hikers, cyclists, equestrians, skiers, snowmobilers and off‑road riders, note RTP is currently funded about $84 million yearly while roughly $281 million in related nonhighway fuel taxes flow into the Highway Trust Fund, and direct the Federal Highway Administration to estimate those tax collections at least one year before major surface transportation funding expires so RTP can be delivered through the Transportation Alternatives program under 23 U.S.C. §133(h) without affecting other federal highway programs.
