Keep military pay during shutdown

If enacted, this bill would let the Treasury pay military pay and allowances during any FY2025 funding lapse. Active-duty members who perform service during the lapse would receive their pay. It would also allow pay for Department of Defense civilian staff who the Secretary concerned approves as supporting those members. The same rule would apply to Coast Guard civilian staff at DHS when the Homeland Security Secretary approves them. DoD and Coast Guard contractors the Secretary concerned approves would also be paid if they support covered service members. Funding would come from 'such sums as are necessary' in the Treasury not otherwise appropriated. The authority would end when Congress enacts an appropriation for the same purpose. It would also end if Congress enacts the regular or continuing appropriations act without funding for these purposes. If neither happens, the authority would end on January 1, 2026. The bill defines 'Secretary concerned' as the Defense Secretary for DoD matters. It defines that term as the Homeland Security Secretary for Coast Guard matters.
