New rules for foreign agent registration

If enacted, this bill would expand when people must register as agents of foreign principals. Registration could cover the full period someone acted as an agent, including past activity, for anyone who served as an agent during the five-year period ending on enactment, on enactment, or after. The Attorney General would be able to ask a court to order a person to comply with FARA while they act as an agent or at any time afterward. Courts could require compliance for past periods even if the person is not an agent when the order is issued. Within one year after enactment, and every year after, the Attorney General would send a machine-readable report about each enforcement action. Each report must name covered individuals, explain why the action was taken, and state the action's status. Reports go to the Senate and House Judiciary and Foreign Relations committees and to any Member of Congress on request.
