More FY2027 disaster and disability funding
If adopted by both chambers, this resolution would let the House Budget Committee Chair adjust FY2027 budget totals to reflect extra appropriations for certain categories. Adjustments would apply only when a discretionary FY2027 appropriations measure names the amount and would be capped: wildfire suppression up to $2.95 billion, SSA disability activities up to $2.124 billion, health-care-fraud-and-abuse-control up to $658 million, and reemployment services grants up to $400 million. Disaster relief adjustments would follow the specified BBEDCA formula for FY2027 and only apply to amounts Congress designates as disaster relief. These allowances would only affect FY2027 and would increase the room for spending on those specific programs.
Sets 2027–2036 budget baselines
If adopted by both chambers, this resolution would set numeric budget baselines for fiscal years 2027 through 2036 that Congress would use for enforcement. It would list yearly federal revenues (for example, FY2027 $4.481 trillion), total new budget authority (FY2027 $5.806 trillion), and outlays (FY2027 $5.842 trillion). It would also list enforced deficits for early years (for example, FY2027 deficit $1.360 trillion and FY2031–FY2036 deficits set to $0), public debt projections (FY2027 about $40.97 trillion), and Social Security trust fund revenues, outlays, and SSA administrative amounts used for Senate enforcement. The resolution would make these numbers the official enforcement baselines and allow budget chairs to reflect baseline updates and concept changes when they revise allocations.
