Show full summary
This joint resolution would order the President to remove United States Armed Forces from hostilities within or against Iran unless Congress issues a declaration of war or a specific Authorization for Use of Military Force.
- Service members and their families: Forces engaged in operations such as "Operation Epic Fury" would be ordered withdrawn from hostilities unless Congress authorizes continued action. The operation involved more than 50,000 personnel as of early March 2026.
- Executive branch and military commanders: The resolution would limit the President's ability to sustain combat operations without congressional authorization while explicitly allowing defensive actions, intelligence collection and sharing, and support for partners.
- U.S. allies and partners: Allies attacked by Iran could still receive defensive materiel and intelligence support even as offensive U.S. hostilities would require explicit congressional approval.

End U.S. combat role in Iran
If enacted, this bill would direct the President to remove United States Armed Forces from hostilities in or against Iran. Removal would be required unless Congress enacts a declaration of war or a specific authorization for use of military force. The directive would take effect upon enactment.
Preserve defensive and intelligence actions
If enacted, this bill would preserve certain defensive and intelligence activities even as it directs removal of forces. It would allow defending the United States or U.S. personnel and facilities abroad. It would allow collecting, analyzing, and sharing intelligence about threats from Iran, including with Israel and partners attacked since February 28, 2026. It would allow assisting Israel and those partners by directly defending them or providing defensive materiel. These exceptions would take effect upon enactment.
Apply War Powers rules to Iran
If enacted, this bill would find that U.S. military action in or against Iran counts as introducing forces into hostilities under the War Powers Resolution. That would make the War Powers notice and time limits apply to such deployments. The finding would take effect upon enactment.
