Congressional disapproval of HHS rule
This joint resolution did not become law. It sought to cancel an HHS rule called "Policy on Adhering to the Text of the Administrative Procedure Act." The rule was published on March 3, 2025. Congress relied on a Government Accountability Office letter dated August 27, 2025 (printed Sept 3, 2025, pages S6003-S6005) that concluded the policy was a rule under chapter 8 of title 5. Had it passed, the resolution would have made the rule void and without force upon enactment.
