119-sres-516119th Congress

A resolution ensuring that the adoption and foster care system in the United States is child-centered and compassionate and that young people aging out of foster care are provided with adequate support and resources to transition successfully to independent adulthood.

Sponsored By: Senator Husted, Jon [R-OH]

Passed Senate

Summary

Child safety, well-being, and long-term stability are the paramount considerations in all adoption and foster care decisions. The resolution urges federal, state, and local systems to prioritize family preservation and reunification when it is safe, to provide training and emotional support for adoptive, foster, and kinship caregivers, and to strengthen oversight and training to prevent neglect, abuse, and placement disruptions. It recognizes more than 340,000 children are in foster care, over 100,000 are eligible for adoption, and about 20,000 youth age out each year who need education, housing, employment, mental health services, and mentors. It honors caregivers, social workers, judges, and advocates and calls for collaborative action so every child in the system can thrive.
