Committee staffing and agency payments

If adopted, this resolution would let the Agriculture Committee, from Mar 1, 2025 through Feb 28, 2027, spend from the Senate contingent fund and hire personnel. It would let the committee use employees from other government agencies with their prior consent, on a reimbursable or nonreimbursable basis. It would also allow sums as may be necessary to be paid from the Senate appropriation "Expenses of Inquiries and Investigations" to cover agency contributions related to committee employee compensation for three periods: Mar 1, 2025–Sep 30, 2025; Oct 1, 2025–Sep 30, 2026; and Oct 1, 2026–Feb 28, 2027. The resolution does not specify a total dollar amount for those payments.

Committee spending caps and payment rules

If adopted, the resolution would cap the Committee on Agriculture's expenditures for three periods: Mar 1, 2025–Sep 30, 2025: $4.46 million; Oct 1, 2025–Sep 30, 2026: $7.65 million; Oct 1, 2026–Feb 28, 2027: $3.19 million. For each period, up to $200,000 may be used for individual consultants or organizations and up to $40,000 for professional staff training. The resolution would require most committee expenses to be paid from the Senate contingent fund on vouchers approved by the chairman. It would exempt routine disbursements from voucher rules, including annual salaries, certain telecommunications, stationery bought through the Keeper of the Stationery, Postmaster payments, copying equipment charges, Senate Recording and Photographic Services, and franked or mass mail costs.
