  • Non-citizens removed to Cameroon: The statement must catalog credible allegations of arbitrary arrest, torture, due-process violations, enforced disappearances, extrajudicial killings, trafficking, and the legal status Cameroon grants to people sent there by the United States.
  • U.S. government actions and protections: It must describe steps the U.S. has taken to promote human rights, discourage abusive practices, disassociate U.S. security assistance from abuses, and how the U.S. assesses individuals before removal, including individualized assessments and assurances of humane treatment and legal status.
  • Congressional oversight and transparency: The report must go to the Senate Foreign Relations Committee and the House Foreign Affairs Committee and include assessments of detention conditions, any U.S.-Cameroon agreements or transactions, lists of individuals sent in 2025 and 2026, and a summary of 2025–2026 meetings between U.S. and Cameroonian officials.
