Committee spending, hiring, and limits
If adopted, this resolution would let the Senate Committee on the Judiciary spend from the contingent fund and hire staff from March 1, 2025 through February 28, 2027. It would set total spending caps: $9,064,180 (Mar 1–Sept 30, 2025); $15,538,595 (Oct 1, 2025–Sept 30, 2026); and $6,474,414 (Oct 1, 2026–Feb 28, 2027). It would cap consultant and training spending each period: $100,000 and $10,000 (Mar 1–Sept 30, 2025); $125,000 and $15,000 (Oct 1, 2025–Sept 30, 2026); and $80,000 and $10,000 (Oct 1, 2026–Feb 28, 2027). With prior consent from the agency involved and the Committee on Rules and Administration, the committee would be able to use agency personnel on a reimbursable or nonreimbursable basis. It would allow payment of agency contributions for committee employee compensation from the Senate "Expenses of Inquiries and Investigations" account as needed for the three periods. It would require vouchers approved by the chairman for payments from the contingent fund but would not require vouchers for listed routine items, such as annual salaries, telecommunications from the Sergeant at Arms and Doorkeeper, stationery purchases, Postmaster payments, copying meter charges, Senate Recording and Photographic Services, and franked or mass mail costs.
