Show full summary

This bill would direct a nationwide strategy to address racial gaps in life expectancy, maternal and infant outcomes, environmental harms, and unequal access to care.

  • Families and children: Would spotlight large disparities in life span and infant survival, noting life expectancy gaps of about 4 to 10 years for some groups and infant death rates roughly 2.5 to 3 times higher for Black, Native Hawaiian, Pacific Islander, American Indian, and Alaska Native infants.
  • Women of color and pregnancy: Would call attention to maternal-health inequities, where Black, American Indian, and Alaska Native women face about 2 to 4 times higher rates of severe maternal complications and elevated pregnancy-related mortality.
  • Health systems and research: Would push reforms on social determinants like housing discrimination and environmental hazards, expand data and language access, fix research and medical device biases, and target underfunding that limits care for Indigenous and other minority communities.
