Sponsored By: Senator Lee, Mike [R-UT]

In Committee

Summary

Provides limited, time‑bound funding and staffing authority for the Senate Energy and Natural Resources Committee to carry out hearings and investigations from March 1, 2025 through February 28, 2027. This resolution would set explicit spending caps, allow hiring of committee staff, and permit use of federal agency personnel on reimbursable or nonreimbursable terms to support the committee’s work.

Show full summary
  • Committee operations gain three fixed spending caps across the period, with the largest single-period cap set at $7.5 million. This defines how much the committee can spend on its core activities during each window.
  • The committee could employ its own staff and accept agency-provided personnel to perform work, and agencies may contribute to employee compensation. That expands options for staffing and pay arrangements.
  • The text also sets smaller subcaps for consultants and staff training and lets routine items be paid from the Senate contingent fund, with specific categories exempt from voucher rules such as salaries, telecommunications, copying, postal services, and franked mail.

Committee expense caps and limits

If adopted, this resolution would set spending limits for the committee for three periods. From Mar 1, 2025 to Sep 30, 2025 the cap would be $4.39 million (up to $17,500 for consultants and $8,750 for staff training). From Oct 1, 2025 to Sep 30, 2026 the cap would be $7.53 million (up to $30,000 for consultants and $15,000 for training). From Oct 1, 2026 to Feb 28, 2027 the cap would be $3.14 million (up to $12,500 for consultants and $6,250 for training). These limits would govern how much the committee could spend on staff, contractors, and related work.

Committee staff pay and agency details

If adopted, this resolution would let the Senate Committee on Energy and Natural Resources hire staff and use federal agency personnel with permission from the agency and the Committee on Rules and Administration. It would allow agency contributions for committee employees to be paid from the Senate account "Expenses of Inquiries and Investigations" as "such sums as may be necessary." These authorities would apply from March 1, 2025 through February 28, 2027 and would depend on available appropriations.

Payments and vouchers for committee

If adopted, this resolution would say committee expenses are paid from the Senate contingent fund when the chairman approves a voucher. It would also say certain charges do not need a voucher. Examples: yearly-paid staff salaries; telecommunications and copying from the Sergeant at Arms and Doorkeeper; stationery from the Keeper of the Stationery; Postmaster payments; Senate recording and photographic services; and franked and mass mail costs. These rules would run from March 1, 2025 to February 28, 2027.
