Agency pay contributions for committee staff
If adopted, the resolution would allow the Senate to pay agency contributions tied to compensation for employees of the Committee on Veterans' Affairs. That authority would apply for Mar 1, 2025–Sep 30, 2025; Oct 1, 2025–Sep 30, 2026; and Oct 1, 2026–Feb 28, 2027. The text says such sums as may be necessary would come from the Senate account for "Expenses of Inquiries and Investigations," and payments would be subject to appropriations.
Committee authority to hire and spend
If adopted, the resolution would let the Committee on Veterans' Affairs, from Mar 1, 2025 through Feb 28, 2027, make expenditures from the Senate contingent fund and hire staff. With prior consent of the executive department or agency involved and the Committee on Rules and Administration, the committee could use personnel from other agencies on a reimbursable or nonreimbursable basis. All actions would have to follow the Standing Rules of the Senate and the named committee rules for hearings and investigations.
Payment rules for committee staff and vendors
If adopted, the resolution would say that committee expenses are generally paid from the Senate contingent fund on vouchers approved by the committee chairman. It would also list routine payments that would not need vouchers. Those exceptions include salaries of employees paid at an annual rate; telecommunications from the Office of the Sergeant at Arms and Doorkeeper; stationery bought through the Keeper of the Stationery; payments to the Postmaster of the Senate; metered copying charges; Senate Recording and Photographic Services; and franked and mass mail costs by the Sergeant at Arms and Doorkeeper.
Spending caps for Veterans committee
If adopted, the resolution would set clear dollar caps on the Committee on Veterans' Affairs' discretionary expenses for three periods. It would limit spending to $2,673,928 for Mar 1, 2025–Sep 30, 2025 (up to $58,000 for consultants and $40,000 for staff training). It would limit spending to $4,583,876 for Oct 1, 2025–Sep 30, 2026 (up to $100,000 for consultants and $70,000 for training). It would limit spending to $1,909,948 for Oct 1, 2026–Feb 28, 2027 (up to $42,000 for consultants and $30,000 for training). Consultant and training sublimits would follow the Legislative Reorganization Act procedures.
